    Nigeria Environment Ministry Joins Nigeria’s 1Government Cloud Digital Drive

    The Federal Ministry of Environment has officially joined Nigeria’s digital transformation drive with the launch of the Galaxy Backbone 1Government Cloud Digitalisation Programme. This initiative marks a significant milestone in modernising environmental governance and advancing sustainability through technology.

    Background and Significance

    The 1Government Cloud Digitalisation Programme is part of the Federal Government’s effort to digitise 70% of federal government services by 2025. The programme aims to unify Ministries, Departments, and Agencies (MDAs) on a secure, indigenous platform, promoting data sovereignty and reducing dependence on foreign infrastructure. According to Minister of Environment, Balarabe Abbas Lawal, “Digitalisation is no longer optional; it is a necessity. Through the Galaxy Backbone 1Government Cloud, we are enabling data-driven environmental management, eliminating paperwork, reducing operational costs, and directly cutting carbon emissions”.

    Key Features of the Programme

    The 1Gov Cloud platform provides a suite of homegrown applications designed to replace fragmented and foreign systems. Some of the key features of the programme include:

    • GovECM (Enterprise Content Management): Automates workflows and enhances document management.
    • GovDrive (Secure File Storage): Provides secure and centralised storage for government documents.
    • GovESign (Digital Signatures): Enables legally recognised digital signatures.
    • GovMail (Official Communication): Facilitates secure and efficient communication among government agencies.
    • GovInMail (Secure Inter-MDA Messaging): Enhances secure communication and collaboration among MDAs.
    • GovConference (Virtual Meetings): Enables virtual meetings and collaboration.
    • GovAssetManager (Asset Tracking): Provides a unified registry of government assets.
    • GovOTP (Multi-Factor Authentication): Enhances security with multi-factor authentication.

    Impact on Environmental Governance

    The adoption of the 1Gov Cloud platform is expected to have a significant impact on environmental governance in Nigeria. According to Wumi Oghoetuoma, Programme Director of the 1Government Cloud Digitalisation initiative, “The Galaxy 1Government Programme is leading public sector digitalisation in Africa, for Africa, by Africa. This is not just about technology; it is about protecting our digital destiny and sovereignty”.

    The programme is expected to enhance transparency, promote evidence-based policymaking, and improve service delivery to citizens. The Ministry of Environment has already gone live on the GBB 1Gov Enterprise Content Management System (ECMS), with 15 offices and departments onboarded, 316 workflows created, and 890 user accounts activated.
