Abia State is laying the groundwork for a digitally connected future—and MTN Nigeria is right at the center of that vision. In a landmark partnership unveiled in Umuahia, MTN signed a Memorandum of Understanding (MoU) with the Abia State Government that promises to expand broadband access, drive digital inclusion, and accelerate economic growth across the state.
The agreement marks the beginning of a comprehensive transformation strategy led by Governor Dr. Alex Otti and MTN Nigeria CEO Karl Toriola, both of whom were present at the signing ceremony. Also in attendance were senior executives from MTN, including Lynda Saint-Nwafor (Chief Enterprise Business Officer), Shoyinka Shodunke (Chief Information Officer), and Omotayo Ojutalayo (GM, Enterprise Business Development).

At its core, the collaboration is about turning technology into a driver of opportunity for businesses, civil servants, and everyday citizens in Abia. Six key pillars form the foundation of the MoU:
Expanding Network Coverage
MTN will deploy robust 4G and 5G infrastructure across Umuahia, Aba, and Ohafia before year-end, with the broader goal of achieving 100% broadband coverage across the state by Q4 2025. This initiative aims to close connectivity gaps and ensure that digital tools are accessible even in remote communities.
Device Financing for Civil Servants
Access to technology is critical, and MTN plans to make it easier for Abia State civil servants to own essential devices. Through a financing scheme, public workers will be able to acquire smartphones, laptops, and Wi-Fi devices—empowering them to work more efficiently and digitally.
A Digital Marketplace for Abia
Local merchants will also benefit. MTN will support the creation of an Abia Digital Mall, an e-commerce platform designed to give small businesses a broader digital storefront. This initiative is expected to enhance visibility, drive sales, and help SMEs tap into Nigeria’s growing digital economy.
Cloud and E-Governance Solutions
In support of Governor Otti’s goal to digitize public administration, MTN will provide cloud computing services to help the state implement secure and scalable digital governance. From streamlined data access to enhanced collaboration, these tools will modernize how Abia State interacts with its citizens.
Powering the Infrastructure Behind It All
Beyond connectivity, Abia is also working on acquiring 60% of electricity assets within the Umuahia ringed-fence currently managed by the Enugu Electricity Distribution Company (EEDC). With reliable power supply and widespread broadband, the state aims to build a technology ecosystem that supports innovation and resilience.
