INTERPOL has successfully concluded a six-month transcontinental operation, HAECHI IV, targeting online financial crimes across 34 countries. This extensive operation resulted in nearly 3,500 arrests and the seizure of assets totaling $300 million.
The focus of Operation HAECHI IV encompassed various cyber-enabled scams, including voice phishing, romance scams, online sextortion, investment fraud, money laundering related to illegal online gambling, business email compromise fraud, and e-commerce fraud.
The participating countries in this multinational effort included Argentina, Australia, Brunei, Cambodia, Cayman Islands, Ghana, Hong Kong (China), India, Indonesia, Ireland, Japan, Kyrgyzstan, Laos, Liechtenstein, Malaysia, Maldives, Mauritius, Nigeria, Pakistan, Philippines, Poland, Korea, Romania, Seychelles, Singapore, Slovenia, South Africa, Spain, Sweden, Thailand, United Arab Emirates, United Kingdom, United States, and Viet Nam.
Operation HAECHI IV makes online world safer for all by attacking AI-driven scams and e-frauds. It leveraged INTERPOL’s Global Rapid Intervention of Payments (I-GRIP), a mechanism facilitating the collaboration of countries to freeze criminal proceeds by blocking associated bank and virtual asset service provider (VASP) accounts.
The concerted efforts of investigators led to the identification of online fraud, arrests, and the blocking of 82,112 suspicious bank accounts. The seized assets comprised $199 million in hard currency and $101 million in virtual assets.
INTERPOL’s Executive Director of Police Services, Stephen Kavanagh, highlighted the significance of this operation, emphasising the USD 300 million seizure as a stark reminder of the escalating threat posed by transnational organised crime.
The operation revealed the persistent challenge of cyber-enabled crime and underscored the importance of ongoing vigilance and evolving tactics.
The operation also addressed emerging digital investment fraud, with INTERPOL issuing two Purple Notices to warn member countries.
These notices detailed a new scam in Korea involving Non-Fungible Tokens and highlighted the use of AI and deep fake technology in scams to enhance credibility by concealing criminal identities.
HAECHI IV exemplifies the collaborative efforts of international law enforcement agencies to combat cybercrime and underscores the global commitment to staying ahead of evolving criminal trends.
The operation’s success reinforces the imperative of refining strategies against online fraud to safeguard individuals and maintain economic stability globally.
Global Impact and Ongoing Challenges

The operation’s ability to freeze significant amounts of criminal proceeds and make thousands of arrests showcases the effectiveness of collaborative efforts in addressing the multifaceted challenges posed by cyber-enabled scams.
As the operation concluded, INTERPOL emphasised the evolving nature of cyber threats and the need for continuous adaptation in law enforcement strategies.
Cybercriminals are known for their agility in exploiting new trends and technologies, necessitating a proactive stance to stay ahead of emerging risks. The operation’s outcomes highlight the ongoing commitment to refining tactics and bolstering global cybersecurity frameworks.

These types of cybercrimes have increasingly targeted individuals globally, preying on unsuspecting victims through various manipulative tactics.
The success of the operation provides valuable insights into the patterns and methods employed by cybercriminals, contributing to the development of more effective preventive measures.
Moreover, the issuance of Purple Notices by INTERPOL serves as a vital tool to alert member countries to emerging digital investment fraud practices.
The warnings about scams involving Non-Fungible Tokens and the use of AI and deep fake technology underscore the dynamic landscape of cyber threats.
Law enforcement agencies worldwide are urged to remain vigilant and collaborate on tackling the evolving techniques employed by cybercriminals, ensuring the protection of individuals and businesses from the pervasive impact of online financial crime.
In the aftermath of HAECHI IV, INTERPOL anticipates continued collaboration among nations to share intelligence, expertise, and best practices.
The fight against cybercrime requires sustained efforts, with international cooperation serving as a cornerstone for fortifying global defenses against the ever-evolving tactics of cyber adversaries.
The seized assets represent not just a financial victory but also a step toward disrupting criminal networks and safeguarding the digital landscape for individuals and businesses alike.
