The European Bank for Reconstruction and Development (EBRD) has appointed Khalil Dinguizli as its inaugural Head of Senegal, marking a significant milestone in the bank’s expansion across sub-Saharan Africa. Based in Dakar, Dinguizli will lead the EBRD’s operations in the country and report directly to Heike Harmgart, Managing Director for sub-Saharan Africa.
Commenting on his appointment, Dinguizli said:
I am thrilled to take on the responsibility of launching the EBRD’s activities in Senegal. The country has tremendous potential and ambition, and I look forward to working closely with our partners, clients, and stakeholders to unlock new opportunities, foster greener, more inclusive growth, and support sustainable development.
A dual Tunisian and French national, Dinguizli brings a wealth of experience in development finance and investment. He joined the EBRD in 2014, initially working in Tunisia, where he focused on private sector investment and financing. In 2020, he was appointed Acting Head of the Tunisia office, and in 2021, he became Head of Lebanon, where he oversaw the bank’s operations during a period of significant economic and political challenges.
Prior to joining the EBRD, Khalil Dinguizli spent ten years in investment banking at Crédit Agricole CIB in Paris, gaining deep expertise in financial markets and corporate finance. He holds degrees in finance from IHEC Carthage in Tunisia and ESCP Business School in Paris.
His appointment reflects the EBRD’s growing commitment to supporting sustainable economic development in West Africa. By establishing a dedicated presence in Senegal, the bank aims to deepen its engagement with local stakeholders, mobilize private sector investment, and contribute to the country’s long-term growth and resilience.
