    Africell appoints Oracle to Speed up the Deployment of Mobile Services in Angola

    There is a growing heavy appetite for the use of mobile communications services including voice messaging, data, and mobile banking in Africa. To meet this demand as it expands into the Angola market, Africell has selected Oracle Communications converged charging, policy, and billing solutions.

    The offerings will help the fast-growing network operator to monetize its mobile services in Angola while providing an easy and intuitive experience for customers.

     “Africell is committed to establishing fast and reliable mobile connectivity in the local communities we serve,” said Younes Chaaban, Africell’s Chief Technical Officer. “As we grow our business, we need flexible and scalable charging and revenue management systems that support our prepaid and postpaid service models – and which will support future 5G services. Oracle’s complete solution meets our business and technical requirements and will accelerate our time to market in Angola.”

    Operating in Africa since 2001, Africell now serves more than 12 million customers in Gambia, Sierra Leone, the Democratic Republic of Congo, and Uganda. The company’s mission is to provide reliability, transparency and a commitment to its diverse customers and advancing economic growth in their communities through the power of voice, VoLTE, data and messaging. In February 2021, Africell was licensed to operate in Angola and the company plans to launch service by the end of 2021.

    To meet this timeline and lay the groundwork for a new generation of mobile services in Angola, Africell wanted a complete, integrated solution to support account activation, providing real-time account balance information, and usage mediation. The fully integrated platform will include Oracle Communications Billing and Revenue Management together with Oracle Converged Charging, Oracle Policy Management, and Oracle Activation to automatically activate services for end customers.

    Covalensedigital, a global systems integrator with deep expertise in telecommunications and member of Oracle PartnerNetwork (OPN), is managing the implementation of the solution. “Covalensedigital is staying true to Africell’s vision to be a competitive and highly differentiated player in the African telecoms market and we are pleased to partner with Oracle Communications to deliver on this vision,” said Covalensedigital CEO Sreenivas Peesapati.
